This position is responsible for management of the Tax function and serves as an advisor to the Vice President & Controller for Basin Electric Power Cooperative (BEPC) and its subsidiaries, ensuring compliance with various governmental tax laws and regulations while minimizing, to the extent possible, the companies’ tax liability. This position interprets and communicates tax information to the Internal Revenue Service (IRS), state agencies, Canadian Federal and Provincial agencies, as well as legislative bodies, external auditors, consultants, management, and staff. The incumbent’s responsibility is to inform management of tax consequences of any proposed and existing financial transactions, policies, business plans, or activities of which the incumbent has been made aware of.
This position is responsible for all corporate federal, state, and local tax return preparation and reporting, and third party tax audits in the states, countries, and localities in which the companies operate. This position is responsible for appropriate treatment of tax positions on all tax returns, financial statements, annual reports, and other financial records, as required by federal and state departments of revenue and other taxing authorities, and required accounting standards associated with income and other taxes.
To perform effectively in this position, the incumbent must have thorough knowledge of federal and state tax laws and regulations as it relates to corporate and cooperative separate and consolidated income tax reporting, and thorough knowledge of accounting principles and theory. This is acquired through the completion of a four-year degree in Accounting, Finance, Business, or related field, and 10 years of related experience in corporate tax. Advanced specialized knowledge of and extensive experience with the Internal Revenue Code and Regulations and State Tax regulations, as well as a solid understanding of and experience with Federal and State Tax Audit processes and procedures are required. About Basin Electric Power Cooperative
Basin Electric’s core business is generating and transmitting wholesale bulk electric power to customers, primarily to our 141 member rural electric systems, which are located in nine states: Colorado, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, South Dakota, and Wyoming. Our largest subsidiary, the for-profit Dakota Gasification Company, owns and operates the Great Plains Synfuels Plant near Beulah, North Dakota, which gasifies lignite coal and captures some of the carbon dioxide emissions (CO2) and sends them to depleted Canadian oil fields for geologic sequestration.
Basin Electric will own 4,165 megawatts (MW) and operate 5,136 MW of electric generating capability by end of year 2019, of which 980 MW is for participants of the Missouri Basin Power Project (MBPP), and 80 MW is jointly owned by Basin Electric and its Class A member, Corn Belt Power Cooperative, Humboldt, Iowa. Our electric generation facilities are located in North Dakota, South Dakota, Wyoming, Montana, and Iowa. Most of Basin Electric's baseload capacity comes from coal. Of that, Basin Electric has purchased a total of 2,645 MW of electric generation capability, including 1,605 total MW from renewable resources of which 1,561 MW are from wind turbines, and 44 MW are waste heat energy (known as recovered energy generation - REG). Our purchased power portfolio also includes 62 MW of nuclear power.
