Responsible for providing a large team of accounting and financial professionals the support they need to be successful. In addition to a strong managerial background, the Controller needs to be an expert in governmental financial accounting. Accountable for the planning, organizing and directing of all fiscal accounting. Direct all general accounting and cost accounting in accordance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, and state and federal regulations. Safeguard all funds, moneys and assets of the Department and all financial records and reports. Compile and submit all federal financial reports and statements, including the Department's response to federal audit reports.
Record, track and control all revenues and expenses. Oversee the preparation of departments Comprehensive Annual Financial Report (CAFR) and the Regional Area Road Fund (RARF) and any other financial reports required by state. Administer infrastructure accounting and cost allocation of indirect costs to projects and programs.
Responsible for all cost accounting activities of the Department, including Project Accounting, Final Voucher, and Contract Accounting, as well as all general accounting of the Department's highway construction program, Fixed Assets, and Equipment Services Fund. Develop, interpret and administer financial policies, rules, and regulations for the Department. Administer the Department travel policy for compliance with the state travel policy and ensure that ADOT staff are paid accurately and timely. Make recommendations to the Chief Financial Officer and Deputy Chief Financial Officer for the general financial operation of the Department. Responsible for other financial matters as directed by the Chief Financial Officer. Provide reports to the Department Director and other agency leads as required
Essential duties and responsibilities include, but are not limited to:
Administer and direct the day to day operations of the departments: Payroll, Accounts Payable, Accounts Receivable, Project Accounting, and Final Voucher through subordinate managers.
Establish appropriate Departmental policies and procedures to maintain fiscal integrity.
Provide executive leadership, oversight and expertise for human resources issues for employees under direct and indirect supervision.
Administer processes relating to hiring, personnel issues and terminating of employees, including disciplinary actions.
Review comprehensive financial records and reports.
Report financial results to the CFO and maintain fiscal and internal controls.
Prepare and review Comprehensive Annual Financial Report (CAFR) as well as other financial reports.
Participate in internal and direct external audits of the Department's financial records.
Assure compliance with all federal and state requirements.
Attends meetings, serve on teams and committees with various state and federal officials.
Represent the Department as a member of national task forces and professional associations.
Provide guidance and oversight for the implementation use and changes to automated financial systems.
Implement and administer the Department's travel policy to comply with the state's travel policy.
Oversee operational and systematic processes to ensure ADOT staff are paid accurately and on time.
Bachelor's degree with a major in Accounting from an accredited college or university; OR
Bachelor's degree in a related field with a minimum of 24 semester hours in accounting courses
OR previous relevant work experience.
License as a Certified Public Accountant (CPA) by the state of Arizona is also preferred.
Must have knowledge of managerial techniques and team motivation.
