Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) is an award-winning public housing authority designated by the Department of Housing and Urban Development (HUD) as a high-performer for its assisted housing programs. NRHA has been effective in obtaining private investment partners to fund new neighborhoods; improving low-income public housing; planning and building mixed-income communities; and offering programs that support residents receiving rental assistance on their path to self-sufficiency. NRHA aims to create and apply meaningful and innovative programs to serve the residents of Norfolk. NRHA is seeking candidates for the position of Chief Financial Officer (CFO) who want to work in a challenging and progressive environment and make a positive difference in the community. The CFO reports to the Executive Director and oversees approximately 35 staff in four Departments: Finance, Structured Finance, Administrative Services, and Budget and Compliance. The CFO has overall responsibility for the management of the financial operations for the authority and its instrumentalities. The Director is responsible for an annual operating and program budget in excess of $116 million.
Requirements include a Bachelor’s degree in public administration, business administration, finance or a related field, plus a minimum of ten (10) years progressively responsible administrative and financial management experience. At least five (5) years of experience must be in a senior management capacity. An equivalent combination of training, education and substantial relevant experience will be given consideration; a Master’s degree is preferred. A current certification as a Certified Public Accountant (CPA) is required. The starting salary is open, dependent upon qualifications. Position is open until filled.
